When one is going away to create an event one of the data that can be contributed is the place where the event will be made but these places that appear to me by defect nothing have to do with my place and country of residence, as I can modify that information?

I assume you mean the list of US states? Those are in config.php (at the end of that file) and can be changed there. Just replace them with a list of states or provinces of your country.
