User Admin NOT to see Root User

Is there away NOT to display Root Users on the user list if the User Admin is not a Root User?
For example, the Group Admin currently can't see the Root group, if s/he is not a Root user. So s/he doesn't have to encounter the embarrassing warning of "You can't edit Root user unless you are a Root user... any attempt o edit the Root user is logged...etc"
I have browsed around and haven't seeing this being discussed before. Should this be a feature request?
