I have jumped through every hoop I can find, but I cannot get a static page to display below a featured article in a particular topic. I even copied a static page that did display properly and changed the title and topic in which it was to display. Still no show.

Can anyone think of anything I might check next to troubleshoot?

I'll answer my own question, since it might help someone else:

If the story is not featured, the static page will not display "below the featured story." My solution was to put it at the bottom of the page.
