I have set new users so that they cannot publish & have to ask permission for publishing rights, however even then I would like to moderate the first posts by a new user then release them if what they post is OK, maybe I should default allow all users posting rights but just moderate the content first and revoke rights if need be, anyway how do I set moderation for the first few posts by user ?

If we're talking about stories: You can give users story.submit permissions (or rather, give a group that permission and then assign users to that group). Users with that permission can bypass the story submission queue.
