Options Not there

I'm having some problems. I created my newest site, logged in and made some changes to the layout, added topics and stories as well as blocks. Now when I log in as admin, I don't get the option to add anything new, I can edit pre-existing items, and the text explains to add a new "item" just click the above text; however, there is no text to click. Any suggestions? i'm missing the need info

Make sure your theme and language file are up to date (specifically the language file I'd say in this case).
