I've been trying to figure out why my server can't send emails for ages. I've tried SMTP, mail, and sendmail. I've tried posting on various forums for answers and all anyone can tell me is to ask my domain host for answers. Well I've just about given up now, and I'm looking for an alternative.

Is there any way I can have the user just sign up with a user name and email, then I as the admin simply verify the information under "users" and make the account active so the user can sign in? Of course the user will not know the password, so is there any way I can simply designate the password or something?

Well, as the admin user you can assign them a password. But you should really try and sort out your email problems, as emails are used for quite a lot of other things as well (post notifications, password retrieval, ...).
