Problems With Install

I have read the installation instructions a dozen times already, have studied the graphic on the Wiki, and perused the FAQ and these forums, and still no joy. So some help would be greatly appreciated.
The directories that I think I should be using are (under Fedora 4): '/', '/public_html', '/public_html/blog' and '/var/geek'. I untarred and expanded in '/tmp/geeklog-1.4.1'. I then moved the contents of '/tmp/geeklog-1.4.1/public_html' to '/public_html/blog' (only the files under- I don't have '/public_html/blog/public_html'. The rest of the files and directories were moved to /var/geek. The permissions on '/public_html/blog/' are 755 (root:root); the directories under that are all 755 (root:root) and the regular files are all 744 (root:root). I have tried it with all of these set to 777, 775 and still no luck. '/var/geek' is 755 (root:root).
If I understand the directions correctly, my config.php should have:
$_CONF['path'] = '/var/geek/';
$_CONF['path_html'] = '/public_html/blog/';
and finally,
$_CONF['site_url'] = 'http://10.10.10.40/public_html/blog';
(This is a lab setup; we can't be bothered with server names. At least, so I am told.)
When I try to run the install.php script by entering the URL
http://10.10.10.40/blog/admin/install/install.php
the response I get is invariably:

Not Found
The requested URL /blog/admin/install/install.php was not found on this server.
Apache/2.0.54 (Fedora) Server at 10.10.10.40 Port 80
===================================================
Now one thing I know is that I am not totally intelligent when it comes to Web stuff yet. So I may not be specifying the site url correctly. The reason I think this is the site-url is that I have a wiki up and running which comes up by typing 'http://10.10.10.04/wiki/' and the Main page for a MediaWiki based wiki appears.
Any suggestions?

If by 'webroot' you mean the value of DocumentRoot in the httpd.conf file, it is set to '/var/www/html'.
Is the wiki located in /public_html/wiki?
Yes, the wiki is located in '/public_html/wiki'.

My problem has been resolved. Following jmucchiello's question through to its logical conclusion, I actually looked at '/var/www/html' and lo and behold, there was a link (wiki -> /public_html/wiki). I added a similar link for Geeklog (blog-> /public_html/blog) and - heavy egg on my face here - all worked just wonderfully.
I had better edit my own wiki install notes as well now.
