Where to put favicon for static pages?

My favicons work correctly on "normal" pages-- I've put the icon files in the right place, and updated my header.thtml, and it displays correctly on news pages, and so forth. However, I'd like it to also show up on static pages, and thus far, none of the directories that I've tried putting the favicon file in seem to make it show up.
Any ideas?

Are you trying to use more than one favion? Because otherwise you only need one, plus an entry in your header.thtml.
