Why do I get this Error in PHP Block. Function, phpblock_getBent, does not exist.

I know I've answered this before. It use to be in lib-custom.php and was removed. They forgot to have the installer delete it from the block table. See here.

Yes, you can safely delete that block. It's not needed any more and the functionality has been moved elsewhere.
