Unable to change default language

I have tried to change the default language to spanish:
$_CONF['language'] = 'spanish';
but that does not work
I deleted all the cookies I could find that specified the language at my site was english, yet still comes up in english as its default language. What else can I do?

The language setting in My Account was English. I set it to Spanish and logged out and the page stays in Spanish. Then I left the page completely (I running locally under Windows with an Apache server as my localhost). When I restart the page it begins in English until I log in as the Administrator. I want it to start up in Spanish as default for when anyone visits the site.

$_CONF['language'] will be used for all anonymous users and those that don't have a cookie set.
So it appears you still have that set to English. Are you sure you uploaded the correct config.php to the correct directory?

I check the config.php and it is the right one so I think I can assume that the proper language will be used for anonymous users. Thanks.
