How to edit the look of the sidebars

So how can I put in a background, change the color, etc for the sidebars on the page? And by sidebars, I mean the same things on the side of this page you're looking at with "Forum Menu," "Resource," etc... I know it's not the "header" file... and I can't quite figure it out.

Can someone help me?
