how do I turn off html restrictions for the admin?

Only the actual site admin account and anyone I designate to such "status"...

is this the line I change? "$_CONF['skip_html_filter_for_root'] = 0;"

Yes, if it is the root admin. Normally you don`t want to make people root admin so better check this: http://www.geeklog.net/faqman/index.php?op=view&t=32
