MediaGallery issue in 1and1

Hi! I am a new user about GL. haha! But I like it very much!
My web hosting is 1and1 and I installed GL on it. It works very well. I installed MediaGallery in my GL successfully. But I got error 500 when I tried to upload large size pictures(more than 1M,small size is ok) from MediaGallery. I knew maybe I need modify php.ini to enlarge upload_max_filesize variable because i did in my localhost.
I checked the 1and1 FAQ. They told me like follow.
The php.ini file contains the following default values:
upload_max_filesize:20M
max_execution_time:300
memory_limit:40M
post_max_size:8M
SMTP:localhost
The php.ini file should be placed in all the directories that has php scripts you
want effected by that php.ini file.
If your webspace does not include a php.ini file in your root directory, you need to create one yourself.
I created my php.ini and place in public_html MediaGallery fold. I upload agin, this time the MediaGallery show me like '123.jpg file is exceeded the upload_max_filesize setting' instead of 'error 500'. I gave 20M to upload_max_filesize.
Please tell me how can i write that php.ini for 1and1 hosting and where can i place it !!!
