Site registration by mail - Not email

Hi - I'm running a local community geeklog site for a new housing development with over 1000 users its become quite popular over the last few years and is working beautifully.
My problem is that it has been decided by the residents association that forum section of the website should be accessed strictly by residents only - This is because they consider that the amount of moaning that goes on in the forum has had an adverse effect on the PR of the new Village and that its also effected house prices
As far as I can see, The only way this can be done is to delete all users and to create a registration system on the site that presents the new user with a webform of some kind where they can fill out their house address, email address and chosen user name - this then gets emailed to me.
I can then check the address (to make sure they live here) assign a password and register them on the site then finally mail or post the details by hand to their house.
I really don't know where to start to get this done. Is it at all possible?

First thing to do would be to use this option in config.php:
Combine this with some custom registration code that asks the new users for their address and it should do what you want.
