Block Name permits duplication

Block Name permits duplication, null data and space.
Duplicated blocks disappear when forum plugin is displayed.

Is this a question or a bug report? The block is probably disappearing because the forums use the dynamic block code. Perhaps the sort step is causing them to be lost.
