Adding a centerblock above stories on main page

phpNuke has a "This Day in History" function and I would like to use it in Geeklog. Here's what it looks like:

I think what I would need to do is create a centerblock that appears above the article on the main page, similar to the phpbbbridge forum centerblock. I know I could insert the function into the theme but I want to do it properly, so that it will be retained if the theme changes.
I'm not good with php, which is to say, I can eventually get simple to work, given enough time, copy/pasting, and trial and error. Given this, what would be the best way to get a centerblock where I need it?
