I would like to create a menu item which is really only a link. I want the link to be based upon the permissions. In other words, if the user is an admin, he will see a menu item that is really only a link while a regular member will not see the menu item but perhaps a different menu item.

I can create a static page with a menu item that only certain users sees but that goes to an actual page. In my scenario, I simply want a link rather than a page.

See the function CUSTOM_menuEntries in the lib-custom.php that ships with Geeklog. It contains an example on how to do just that.
