Limit user's rights to edit topics; limit to one topic only

Is there a way to limit a user's rights to one (or more) specific topics? I want a user to be able to post stories only in one specific topic and no others. I have found no search results for the word 'rights', 'limit' or 'topic' or a combination of those that answer my question.

In a nutshell, if a user can see a topic (i.e. read the stories posted there), they can submit stories to that topic.

Thanks for the hint, I was trying so hard to find admin groups and/or rights that I hadn't looked in the properties of the specific topic itself yet. Now I've added a group that has rights to that topic and added users to that group.
