Ok Im dumb I need some help setting up the mailserver

Ive read as many of the faqs and replies to posts as possible. I know I need to set the smpt server address, port no, auth and backend value to smtp. But Im stumped All the documentation refers to config.php Ive done a search for this file name but none of the results appear to be likely candiates
D:\wamp\www\geeklog\system\pear\PEAR
D:\wamp\www\geeklog\system\classes\authentication etc.
I do have a db-config in www\geeklog\ but no config.php - can I simply create it and add the following to it
_CONF['mail_settings'] = array (
'backend' => 'smtp',
'host' => 'host name ',
'port' => '25',
'auth' => 'auth account ',
'username' => 'my_email_username',
'password' => 'my_email_pass'

Ok scratch that Its confirmed Im dumb - the values are stored within the database and you can change them from with geeklog admin itself.
now if I can only get it to work so I can create users ill be happy - soI can get on with the plugin testing Im supposed to be doing.
