My config.php looks like this:

However all I get is new stories, no comments or new users.
Is there some other setting?
Plus, all submissions have to be approved by a story admin.
Is there a way to notify the admin when there is a new story?

The Daily Digest and the notifications are two different things. The Daily Digest will send a list of new published stories. The notifications will send an email for new submissions. So which one are you really using?
Also: Which Geeklog version are you on? Just asking, since Geeklog 1.5.0 and later won't use the config.php any more.
You can disable the submission queue for new stories. Are you sure you want to do that? It's probably fine on an intranet site, but not usually a good idea on a public website (think spam). For the latter, you can give certain users the "story.submit" permission, so that they (but only specific users) can skip the submission queue.
