Last login Date format in admin/user.php list

On our server, the last login date on the users.php admin page is displayed in this format:

DD/MM/YY (ie. 06/03/2009 for March 6 2009)

I'd like to change this to display ISO 8601 format dates instead:

http://en.wikipedia.org/wiki/ISO_8601

I took a look at function listusers() in admin/users.php, but am not sure I understand how it's formatting the date. How can I change the way Geeklog is formatting these dates?

It's using the "Short Date Format":

Configuration > Languages and Locale > Locale
