special characters not encoded properly

i have a problem
when i add an article to geeklog in textonly mode geeklog saves and displays characters properly
but
if i edit this same article, as soon as i choose html or advanced editor from dropdown menu in code i can see that chracter - š - is not encoded properly
it is encoded as &_scaron_; without both _
when i check the display of the text it is ok - in borwser
but i dont like this scaron deal
how can i get rid of it?
i found a setting in file siteconfig.php
changed it to what i use - windows-1250 charset (it was iso-something-1)
and it is the same - scaron is there
if i change this setting to utf-8 ... characters are not usable at all
what can i do?
is there a special setting 4 this - html encoded stories?
i did not notice this error anywhere else but in stories
must i do something to advanced editor?

i c now that if i manually change the scaron sign back to special char š
it saves proper character to database
so
obviously this only happens when translating from plaintext to html
kinda ...
even more
in advanced editor even if i change the scaron sign to š
it becomes scaron thingy everytime i check the source ...

I've tried a few things but couldn't reproduce it. Could you provide step-by-step instructions to reproduce the behavior, please? Also, which Geeklog version is that?
Btw, you can't just change the character set used by your site like that. When switching to UTF-8, you would also have to convert the database content to UTF-8 first.

i realized this quite fast -
as i said is the latest install of geeklog - 1.6.0sr2
thats why i was surprised to see it
i have seen it happen before on one older install, but i dont bother with it till i upgrade ..
i am using slovenian language file
charset in it is set to windows-1250
so i use that encoding (hopefully)
the easiest way to reproduce the thingy for me
is to start new article - in textonly - predefined sitewide
insert character š in story box
and it transforms to scaron thingy as soon as i chooze advanced editor from dropdown menu
(to notice it u need to check the source, or change to html (in dropdown menu))
i noticed now that if i change to html first it does not change it
but as soon as i choose advanced editor it does
where does fckeditor learn what encoding to use?
