Cannot Add/ Edit Stories with "Publish Options"

When I try to add new stories or Edit old one's I cannot move between the tabs on the edit page eg "Publish options" Images" ect..

FCKeditor (aka Advanced Editor) and the tabs on that page require JavaScript to be enabled.
