Configuration Menu Not Working

When I try to use the Config menu I get the same page with a # at the end, example http://tor.id.au/admin/configuration.php#

Its the same with the 'Publish Options" during Add or Edit stories....

The Configuration currently requires JavaScript to be enabled.

I can't login to my configuration area. (GL 1.7.0 upgrade from previous release)
I can login and contribute.
I go to Configuration and I get challenged. My user name and password are there with a really tiny
Button (about the the size of a large checkbox, but no text) but pressing it just "blinks" with a page
refresh.

I even tried changing my Admin/user password (that worked).
Logged out, logged in with new password but still no Configuration access.

apache error_log is inconclusive.
Yes, JavaScript is enabled.

I assume you did try it with the Professional theme that came with 1.7.0?

So did you find out why it didn`t work? did you replace all the files when trying out 1.7.0 ?

Hello:

Yes, I replaced all files.

I'm going to have another go of the 1.7.0 upgrade here after my nerves settle down.
I work for a dot.com hosting company, so debugging other people's scripts all day long
for 2 years has worn me out.

Maybe when I get off the 6-days-a-week next month.
