How can I get the contents of this file "http://tor.id.au/ad_rotator.php" into an auto tag ?

That URL only shows an empty page for me, so I'm not sure what you're trying to accomplish?
Generally speaking, you would need to write a (minimal, at least) plugin to be able to define your own autotags. Or maybe the autotags plugin could help here.

you could add it to one of your existing plugin's tags.
Not sure why we don't have a CUSTOM_autotags function
or even one for themes too
