The design and the animation is something a developper can do. The question is: "Where do come the text?" Does a feed of each match exist?

I imagine that admin wrote messages and sends them like a chat, or ICQ (in this case he should be able to edit the text)

Yes, if the plugin is made in the geeklog way, there must be a english.php file for the language and you can translate it.
It depends of the price per hour. In France prices are between 40 to 80 euros per hour.
