The lib-portalparts.php is in the system directory in the Forum archive. It must be copied into Geeklog's system directory.
The special handling for this file is probably also the reason why installing the Forum via upload from within Geeklog isn't working. The plugin was written before that feature became available in Geeklog and it doesn't have a current maintainer to update it ...

I very happy. At last I installed Forum. But I want to submit test message (or article), no succesfull, Always this message: "Error! Not all required fields were completed or were too short in length.Click HERE to return" But I checked many time, I completed anything there. still that message.
other problem is: Forum not shown on home page center like "Geeklog" source page. Can you help me?

Not sure about the first message. You need to fill out the subject, the message text itself, and - if you're not logged in - the username. All of these fields have a minimum length. Make sure you've put at least 10 characters or so in for each.
You can change those in the Forum's settings -> Min Post Length, etc.
The Forum block on the frontpage is another option, called the Centerblock. Again, see the Forum's settings, there's an option there to enable it.

On front page Forum bar you can see titles not on exactly places: Forum, Topic, and Last post. Those can put on true places?
