External User Submission/Moderation Process

I have an install and have been really happy to use the forums and wikis to get plugins installed.
I've set up my site to be able to accept stories from new users or signed users from twitter.
The issue I have is about moderation and editing.

For example, I receive a story in the submissions queue which Admin can then edit, save as draft or publish.

However, I want to be able to give feedback on the story as admin and then pass the article back for editing to the user who submitted it.

How can I do this?

I submitted a test article from a non-admin user and then approved it as admin. But then it becomes uneditable to the original submitter.

How would I go about changing this process so that users who submitted can edit their drafts as saved by admin and resubmit the revised version to the submission queue?
