Formatting is all off

After install the formatting is all wrong. tried to reinstall but no luck. checked permissions. looks ok. still no good.

What do you mean the formatting is all wrong...

Is this just dealing with content like articles or comments?

Or is this a theme issue? (ie the entire site is not loaded correctly)
